The land is allocated for residential purposes in the adopted Local Plan and the Council considers that the storage units by virtue of their size, siting and material and the intensity of use of the site would have a detrimental impact on the amenity of the surrounding residential properties by increasing noise, traffic and general disturbance to an unacceptable level, potentially at unsociable late night hours would not conform to policies SP11 Development in Residential Areas, SP55 Design Principles or SP52 Pollution Control which indicate that the Council will ensure that predominantly residential areas are retained primarily for residential uses that have no adverse effect on the character of the area.
The Council also considers that due to the difference in land levels, the siting of the storage units has a detrimental impact on the amenities of the occupiers of surrounding residential properties by virtue of loss of light, outlook and by having on over dominant effect contrary to Local Plan policies CS28 ‘Sustainable Development’ and SP55 Design Principles as well as NPPF paragraph 124. .
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
